Finishing the stand:

Center the toilet flange on the piece of board. Screw down with (4)
1/4"x3/4" pan head wood screws.

Center the 4" pvc onto the flange and push down until firmly in place

Cut the 4" pvc at the crouch line of the form, that way it will be correct
height wise.

Slide the 2" center pole of the body double into the 4" pvc. (I put a piece
of cardboard on the 2" pole and the inside circumference of the 4" pole.(fig.
5)

Voila ! It swivels!
Wrapping the Third Layer:

After stuffing is complete, and you have measured again to make sure they
are correct, wrap the third layer.You should wrap horizontally again, like
the first wrap. The third layer will not add any un-necessary bulk
to the form. You may want to use the colorful wrap here, or not.
Some people will put a spandex cover over the form and secure tightly with
whip stitch seams. I read where some also put a wig head on top of
their "silver self."
Afterthoughts:
I have made two forms so
far, one for my high school daughter, and one for my college daughter who
is getting married in June. I especially wanted these made so that
I could make their wedding and bride's maids dresses and not have to depend
on their being here for 100 fittings. I sent the instructions to
my oldest daughter who lives in England. She will have her friends
help her make the body and sent it and the measurements to me so that I
can have her dress ready when she gets here for the wedding. I realize
that it may not be totally finished by then, but last minute fittings will
be easy compared to starting from scratch. I hope you enjoy making
your body double, it's sort of fun. By the way the total cost for
each is about $30, far less than the $120-$200 at the fabric stores.(fig
